The chairperson and vice-chairperson are elected anonymously at the council by a majority vote of the members present. The chairperson represents the council, organizes proceedings, maintains order within the conference hall, and supervises the council administration. The vice-chairperson substitutes for the chairperson’s duties when the chairperson is not able to conduct them. The term of the chairperson and vice-chairperson shall be 2 years.
